Trailing in the opening minutes of the first half, UIC (10-7, 4-3) sparked a 9-2 run to take a five-point lead. Green Bay's Celeste Hoewisch answered with a short jumper to get the Phoenix back within three points with 8:40 on the clock.
UIC was one bucket away from taking its first double-digit lead when Green Bay (15-3, 7-0) drained five straight points, including a three-pointer from Harty that tied the game at 22 all.
Harty eventually gave the Phoenix a six-point lead with two successful trips to the charity stripe. UIC's Bailey cut the deficit to three points heading into halftime after hitting a free throw and a quick layup following a steal.
UIC jumped out to a four-point lead in the second half with a second 9-2 burst that was sparked by a trey from Green.
The Phoenix responded with seven unanswered points. Rachel Porath drilled a three-pointer with 10 minutes left in regulation, giving Green Bay a 10-point advantage.
UIC got within five points on a 5-0 run that was capped by a three-pointer from Miller, but that would be as close as the Flames would get as Green Bay sealed the win at the free throw line in the final seconds.
